Hey Fencepost, you are either deliberately trying to misrepresent what I've said ir are incapable of understanding how pre-production works.
If you actually have read the announcements, you will know that they are making sample and testing chips on a very limited production basis and are going through various testing processes and modifications.

In addition, just because a fab has the capacity to produce at, say 50 m chips, it does not mean that they do so from the start. Ever heard of the concept of supply and demand?
In all cases, the buyer wants/ needs assurances of supply, but will only take what he can sell. so the fab manufacturer builds his output accordingly.
Get a grip. or get an education.
