The satellite view of any alignment for an embankment, does not confirm that the wall is complete to height.
A 500mm high running track or intermediate stage of the construction would appear the same.
QBirt are known for their scrapers, but scrapers are unlikely to complete the upper half of embankments that taper to LV type accesses.

The rock armoring has not been commenced anywhere and was contingent on a new access from a main highway to allow import of quarry material in triples, there is kilometres of rock armour to do, its all a sandcastle at the beach without rock armour.

IMO BCI is a bet against a cyclone/flood event in its current intermediate states, but then again the earthworks as a component of capital $ spend is unknown and it may only be a bet against say 25% of the capital costs. It is however a full bet against timeline to first production/export dates.
In the unfinished and unprotected state, an event such as recently at Fitzroy is hopefully avoided and the re-design allows for the impact of inland flooding, and ocean-side cyclones.
