there is more and more co-operation and integration between steel and coal companies in china these days; so there would be nothing unusual about a contract to supply coal to a steel maker and, in fact, the big chinese players like baosteel (simply by way of example) have been entering into long term coal supply contracts and supporting greenfields exploration for many years now.
