Who cares if it doesnt deter them...let them line up so we can systematically remove them from the gene pool!
Corporal Punishment can encourage them for all i care!
If they are so tough and stupid, let them go through the mincer and within 50yrs we will have a cleaned gene pool!
Make Corporal Punishment about cleaning up society for the long run and not for the short term mentality all these confirmatory bias studies come out with!
