good value thinking MS.... would still need a fence though. doesn't matter where the university (well school anyway) is built as long as it separates the kids from the parents for a time.
certainly there needs to be a massive carrot to build a motivation in the kids... something other than the penal approach which has failed terribly and turned children into crims.
