Looks like they are a broker offshore from Australia so possibly you don't have a HIN number probably they are acting on your behalf as a custodian hence why they are telling you to authorise then - I had assumed you were located in Australia.
there is a requirement in the application:
"By accessing and/or completing this Form you confirm that you are a resident of Australia, New Zealand, the European Union, Hong Kong, Singapore and the United Kingdom"
looks liked from what you posted they will process for you once you authorise them if you qualify.
