You buy the land, develop. Before develop you try and sell at least 50% on paper to reduce risk and for finance reasons. If markets deteriorate by the settlement stage you rent them out.
Speculators getting to understand and know your history will follow you and will become the first investors that will push sales to 100% before you even start the next project. Also you then are in a strong financial position to not need finance to develop.
That is when you can sell / wait for the best deals around you, buying more acreage all the time for the future is as important as selling.
