Don't think its fair to call this a scam. Just incompetence as you said. People in charge should have made different decisions than they did - but that is in hindsight.
Crypto (majority - not absolute) is a scam. Every day more and more comes to light yet people keep throwing money at it thinking they will get rich quick. Then complain about how unfair it is why they lose money.
