no , not really at all .....France did have an alliance of sorts but frenchment were still fighting the germans in the resistance Scandanavian countries and Netherlands had staunch resistance ... a few countries actively supported Germany but mainly was simply a case of being subjugated by Germany and not fair to most of Europen countries to construe as allies at all - with certain exceptions a definite misrepresentation of the situation You can't re-write history .
