EV batteries that need replacing have value.
They can have a second life as stationary storage and at the end of that period they can be recycled.
There are technology companies that claim to be able to recover 95% of the minerals in a li ion battery.
Because these used batteries have value, the EV owner should receive some payment for the old battery when it needs replacing. That payment can then be used toward the purchase of a new one.
This is a much better deal than replacing or reconditioning an ICE engine that has a major mechanical failure.
