I completely agree with you, there is always a chance they won't have the franking. However, considering they currently have a negative franking balance they should probably change their investment objective in their shareholder communication.
Per their most recent annual report, they quote " The fully franked dividend has been achieved through the performance of the investment portfolio since inception and the profits reserves accumulated over time. This is consistent with the Company’s investment objective of delivering investors a stream of fully franked dividends."
