The quotes in the ST article from the unnamed source do not necessarily say that the timeframe on conditions won’t be extended before they come into force. That is an conclusion that the author has made.
I’d say there may be an extended grace period to get Kalgoorlie online. Lynas can then consider challenging the decision (probably unsuccessfully given how political the decision is).
