Wotsup, the archaic language of the KJV can entirely distort the correct understanding. It was the first Bible I started to read. One of my friends was a publican and I could not understand why they were regarded with such contempt by the Jews.
Matt 9:11 And when the Pharisees saw it, they said unto his disciples, Why eateth your Master with publicans and sinners?
Modern English Bibles show publicans to be tax collectors.
Your question: How do you think he is withholdeth and letteth, means of?
I think I know what you are asking but want to be sure. Can you please rephrase it in modern English?
