There could be an element of truth in that.

Felix should have a good hard look at the team he has accumulated around him and listen better to Jules of the IGF and read his reports.
Maybe he could utilise his time on his long haul trips a bit better.
From the outside, it appears there are a lot of rotten to the core apples surrounding him on his team.

He and his MoM stated in Cape Town that the DRC is open for business, that was after the MoM cancelled her ML decree on the request of a DRC corrupt outfit, to open a path to handball a mining lease to a Chinese corrupt outfit, which in not to misunderstanding terms, is attempting to blackmail the DRC government.

I don't think the DRC or Zijin and cohorts will be very well served with an open ICC hearing, but it could well be the final result of this saga, if they wish to push their luck.

I don't think the DRC should ignore the outcome of the ICC, if they don't want to become a servant of the PRC and a pariah of the world business community.
