Entirely correct. A non binding MOU is equivalent to a Record of Conversation placed on file.
Decades back, employed by fed gov they had yellow pads pro formed for recording any RoC you might have inter, intra department or with private organisations or Quangos. Haven't seen those yellow pads kicking around for many years.
