Goverment departments are not lazy- you will find within many very dedicated and hard working people. Departments, I would guess, currently, would be subject to the global shortage of person power and resources.
If departments do have a fault it would be that, at times, they strive too hard for the 'perfect' decision and forget appropriate 'risk management'.
We do not know why decisions are taking the length of time that they are taking.
That said, an early decision would be nice...
