On top of the immediate benefits to the bottom line, i would also expect that this will put a little peer pressure on other Austrlaian states to start to be more proactive and forward thinking (and the Fed govt, not that they are particularly enamoured with Brumby right now).

Excellent announcement and I don't think the conditions appear too onerous - increased levies on landfill to offset green policies that will generate economic benefits for the state seems a not unreasonable trade-off.
