Sushi , they can go up to 15% without all the stuffing about.
They just picked up $5.5mil to press ahead with the Eagleford. No different to options being exercised or rights converted you still get dillution.
As for banning the legislation , its good because it stops the whinges and whiners and the all out time wasters who think they are players stuff around.
IMO I think you have nfi.
