Taxing items of addiction does not decrease their consumption.
What usually happens in the lower socio-economic groups is that the children of addicts will suffer even more as the addict struggles to pay for the goods they can not (seemingly) live without.
A moratorium of alcohol advertising, like tobacco products, along with a restricted times the product can be sold, may see a reduction in its consumption.
