Illegal possession of firearm = 5 year minimum sentence
Injury caused to a person with illegally held firearm = 30 year minimum sentence
Homicide with illegal firearm = death penalty.

Defining it as four or more deaths and excluding gang/ family violence excludes a whole bunch of gun violence.
