Correct - non transferrable or can not be sold for a short period of time. Does this make it less attractive (maybe in the short term)? Once Labor win the next election the shares are also likely to be worth more as the financials have been priced for worst case scenario. I think it is a good "bet/gamble" that the wholistic shares will be worth close to $2 in 12-18mths tops.
