The usb problem is not uncommon but at the same time not information has been posted as to really give any clue of fixing whatever the problem is. Do any of the usb ports work? What state/territory are you in
Another poster has suggested and correctly Opening device Manager and looking for a Device that seems to be loading /unloading along with suggesting remove all the USB listings in Device Manager and after all removed running a Hardware update scan. This would re install all the connected USB ports.
At the end of the day why not just take your Laptop to a Technician who will identify exactly what is wrong by just running a couple of simple tests.
Re installing the operating system would only be a last resort but the Techie would know whether it would resolve the issue long before you get any reliable answer on this forum as there is not enough information coming out freely as to what you have tried to resolve it or other USB devices that are working etc.
