You are right, PVE will not be affected by the mining tax, as their projects are in Europe (Italy.
Also this I found on another thread -
"My understanding is the resources company with their mining asset overseas will benefit from this tax reform, they pay the same royalties to the country which the mining asset belongs to, but only pay 28% company tax, that means 2% less than now."
