The 40% won't happen and it's strictly a function of the government starting high to allow them to get to their targeted 20%. You really think the govt doesn't undertand the long term implications and the effect it will have on future investment? Of course they do!! It's a function of starting high, negotiating, and getting to a point they set out to achieve, whatever that is. If they said 20% the uproar would be the same and they would still have to negotiate the same.
