    Half the money will go to the new bureaucrats needed to administer the scheme, and the other half will be spent on the enquiry that takes place after the scheme implodes ala school sheds and roof fires.

    Gotta love the mans work after he destroys one sector he simply brushes his hands, smiles and moves onto the next.
