I personally from a business world think you are wrong sorry.
They cannot expect any company to put up an amount without the license.
What i do believe will be the case as in many other ML is that it will be awarded with a clause finace / funding must be in place within xyz and that would be surfice for us to get finance with a clause simple really .
we just did not have the balls with PG now we are ready!!
