Remember, this project was completed well before planned opening and on/under budget, so the NOW up-and-running operation is really in a period of "grace" from a financing perspective. It's in effect, going through its inevitable ramp-up stage at someone else's expense - (the calender).

Remember the "white elephant" Gateway Bridge when they opened it!!!
