The shorts are not confident. It is in there interest to let the SP run and then sell. This would give them volume.
If they really had confidents that they would be called up for a CR they would be looking for 8 - 10% shorted.
We also can see that they belive MSB will be able to top up , if they felt that MSB had little chance of getting the $$ they would also be selling with far more volume.
Seems to me that shorters are no different than us , we are all waiting to see what the FDA will do.
