The answer to your question "How do we solve mass shootings as defined by my incredibly narrow definition" is stopping media circuses around the events.
The people who commit these crimes want attention. You did not know who Adam Lanza or Pak Choi or Eric Harris and Dylan Klebold were before they committed their crimes.
They're going to make a
movie about the Columbine shooting. This is a mistake and will lead to more mass shootings.
The most effective way to stop them occurring is to never discuss the identity of the shooter under any circumstance. Fine media outlets heavily - in the hundreds of millions - for releasing the identity. Put individuals in prison for releasing the identity.
Mass shooters in these types of event use AR-15's not to be effective, but because it gets more media attention. Scores of shootings occur every day in the US, and yet, the only ones that get media attention are ones that involving AR-15's.
If you want to narrow your focus further and just want to stop the very specific cases that happen with the black guns that terrify you, then campaign for the media to proselytise about "horrifying dinner plate sized exit wounds from the .357 magnum revolver".
