Mate< State Street and others lend out shares to the Shorters, who in turn pay State Street a premium to do it.
If the SP drops to below the lent out price then they will buy the shares back at the lower SP price (pocketing the difference) and return the lent shares to State Street.
My take on it and others my add or trash it.
