Accessing borrow is easier when a stock is liquid and featured in numerous indexes/ETF's etc. Superannuation companies are large providers of borrow, as are institutions who benchmark against said indexes. Now that WBT is included within MSCI Aussie Small Cap, I'd expect more borrow to come online. I am provided access to borrow through my employer's facilities. I put a request in and usually within an hour or two I am provided a quote and can accept it. My borrow is supplied via multiple brokers. The brokers know who holds what on their books, so they approach and request borrow. It's not a case of many people wanting borrow and short either. It's just a case of access to it, are you able/happy to pay the rate, how much borrow you want, what your turnover is etc. Also, my borrow can be withdrawn at any time through a request from whoever owns the shares.
