it won't "stop" exploration or "stop" mining but it will mean less exploration and less mining than would otherwise be the case...it will also mean less foreign capital being available than would otherwise be the case...the Canadians are already talking up their competitive advantage and it's also a free kick for the fledgling iron ore industry in Africa.
