Your table is a tad worrisome @PieChart. Whilst you claim Qpm has made more progress it’s clear from the timetables there have been many delays and in comparing these other companies it is fairly concerning.
On paper Qpm appears to be a solution and yes GM aren’t idiots, they did multiple months of D/D etc but then why the conditional letters of support/funding.
Queue the defenders here but there are many questions left unanswered.
Into the 5th month of the due diligence in terms of finance from the AFS. From your timeline construction should have started by now.

Dfs delayed due to an absolute guarantee needed regarding nitric acid. 11 months ago.

There‘a been mention of potential Naif funding in just about every quarterly.
why the delay?
Great to be ticking boxes and I appreciate @Embista comparison but the funding is seemingly tied into so many ongoing complicated issues that on the face of things aren’t being resolved.
This project has become bigger than Ben Hur I can’t help but wonder if it had stayed simple like your timeline suggests we would be halfway built by now. Once built and proven then look to expansion.
