You would need a large UN peace keeping force to hold it together and supervise any vote .

You would need a complete UAF and RuAF withdrawal from contested regions including Crimea.

You would then allow all those who fled these regions due to wars the opportunity to vote.

New arrivals in the conflict zones would not vote.

All of this may take 18 months to complete.
