In my experience, I routinely send BPAY payments for rights issues/SPPs on the day of the offer closing, and I have always had the funds arrive in time. I think they deliberately set the closing date with the intention to accept any BPAY payments made up until the closing time, knowing that it takes time for BPAY to arrive.
