The problem with that is that most stakeholders will unfortunately not actually accept the “we cannot provide a timeline because some things are outside our control” reasoning.
Stakeholders ultimately demand a timeline, recognising that some aspects require educated guesses and various assumptions.

iirc JZ estimated sub-12 months for the expansion approvals - this was imo arguably reasonable considering the prior approvals (2ktpa plant) took circa 12 months, and this was building on that.
But, sure, here we are over 24 months later.

Imo investors simply need to DTOR and manage their expectations, and expect hiccups and issues along the way.
The skipper needs to be optimistic (although should still be realistic); I’ve seen this over and over and over for decades working with various CEO’s etc.

“No control over the timeframe” is true, but stakeholders demand some estimate - I’ve lived this reality for decades and it’s always the same.
Unfortunately we are dealing with a govt department that has what seems to be highly fluctuating capacity/interest/motivation etc etc…

Frustrating, yes, for sure.
However, it’s how one interprets those estimates/expectations that’s important, imo.

A tough gig to incorporate such a variable component (approvals) into a schedule!

At least we are surely near the pointy end now, finally!
