You could argue that a mining permit, or any significant progress towards getting it, would have an amplified impact on the value of CLA exactly because it is a mine in the Philippines.
Market gives it close to zero chance of success, probably due to the jurisdiction it is in. To be able to make progress in that circumstance would be like going from zero to hero.
