Not part of the normal process for NT Government when issuing mining leases....yes I suspect so.
A possible favour called up on one of their "partners" to a vague MOU to give them something non-committal and non-binding so not to breach ASX rules, NT Government conduct guidelines or even ASIC delegated legislation, rules or guidelines yes, highly possible but unproven so maybe just hearsay to some...and maybe it will remain so until proven otherwise unless there is nothing ilegitimate and present the letter to the market.
However it is ODD and only AEV can come up with something that has tricky words to avoid close inspection just before a conference in Northern Territory that it is not only attending but presenting at on a topic that includes the same Government agency that issued the supposed letter.
So, suspicious? Yes.
