Referendums in conflict zones need to be conducted INDEPENDENTLY.

Those who were ethnically cleansed from any recent conflict also get a vote in such referendums. Those who arrive with the invading force generally don't get a vote.
And many of the original Russian speaking population of Mariupol can't vote because Putin murdered them
