Yes it is because that was the timeline they hoped for, as stated the regulators in China are the delay cause so the SM1 hoped for timeline has been blown out, nothing to do with A2m or SM1. As I said neither company has been sitting on their hands as you seem to think, they have submitted required information and made everything available to regulators long ago.
