they are not obligate to disclose the last two T/O proposal as they are an incomplete proposal or negotiation, but they choose to announce the third one base on what reason? trying to pump the stock price to benefit whoever bought during the negotiation period?
so base on the above example that LTR should not have made the announcement today regarding the T/O as it's still incomplete proposal.
