I wasn't aware that Pluto got any sort of royalty concession. Do you have a reference to it, or details?
Interesting how just about every retort the government makes gets unravelled as spin. The whole thing is appearing more half-baked and more damaging the more is revealed.
It will get ugly if we have to go down the path of individual project concessions to get anything to happen.
