As a concept, the idea of a "15 minute city" has been around since the 1960's, an inevitable response to the idiocy of the previous decade in planning cities around worshipping the automobile and shunning self-propulsion (a legacy which hobbles most Western cities to this day).

Moreno may have been the first to coin the "15 minute city" label that now lights up the conspiracy theorist amygdala like a Christmas tree, but people have been talking about the same idea - that car-centred urban sprawl is a stupid idea - for literally 70 years now.

Try focusing more on the actual idea, and less about one particular proponent of the idea and whether or not he's ever been a member of the communist party.
