Any company can be taken over if a majority of shareholders vote for it. That includes PLS if the share price is high enough, the BOD can only make recommendations. The point behind the shortselling is to frustrate current shareholders into thinking six or seven dollars would be nice compared with what is available now.
Personally, I think current shareholders should just sit back and take the upcoming dividend stream which, if the BOD continue to declare decent dividends, should keep most shareholders happy.
