I honestly am not making a justification for Kamala Harris visit stalling the signing ceremony but I do think that was the case here.
I am of the opinion that the Mining Commission gave dates ("towards end of March") to EGR, EV1 and PEK to which was changed because of the Kamala visit.
Have a look at 2 videos from Phil Hoskin (MD of EV1) who registered their graphite project around the middle of March. The videos were displayed on linked in and other platforms, both videos had comments like "I am flying back to Tanzania end of March for the public signging ceremony"....there is no way he would have said such specifics (in 2 videos) without having been given dates from the Minerals Commission....
