Specifically, IXR moved away from PH1 to PH2 due to too many impurities making their way downstream in the leach. Essentially they were willing to sacrifice recoveries to limit those impurities. Salazar when performing a Ph4 leach a decade ago had recoveries of 0. I'd garner the impurities that have leached out will be significant at PH0. At PH1 and below you leach a lot of REO - but you also leach out everything else - Which at some point becomes counter effective.
