Libs are already deserting. Archer has said she will cross the floor. Bragg wants a YES vote.
But here is the key. The final question has not yet been determined.
"Parliament will finalise the wording of the question and the proposed constitutional change when it votes on the Constitution Alteration Bill no later than June, with a bipartisan committee reviewing the legislation due to report back by mid-May."
There will be further polling before then. The final amended question could be a very simple "Do you support the recognition of indigenous Australians in our constitution" YES or NO Libs may argue that that is not a voice. But it seems patently clear that recognition of a race within our constitution can not be just words. It has to have some input into our country.
From that answer it then develops into legislation of "how do we do that" That then is legislature.
