Without trying to be the pessimist my reading of
the following paragraph (taken from the CTO announcement)
is that the LOI commits Jinqu to no more than carrying out
due diligence. If they don't like what they see there
is nothing to stop them turning away from the "agreement"

"The stated intent of Jinqu and Citigold is that the LOI will be replaced by a comprehensive Joint Venture Agreement to be concluded and signed within 3 months. The agreement is subject to due diligence by both parties and FIRB approval."
