It sounds like it'd be a great idea to just keep a token civilian in any town where thousands of your troops have taken positions. Any attack would then be a war crime, right? Schrodinger's civilian... they could be anywhere, or they could be gone. No one knows, but we have to assume they're alive and present at the location being attacked. I think most, if not all civilians, have left the areas they're attacking, and they're now full of AFU units.
