Getting permission for a gravel pad is not simple. PANR had to make a special case for theirs, based on the need for a long term flow test. There was some push back against it from the regulator.
They are around 4 ft deep so quite a cost, and need to be removed and the tundra restored if no longer required.
With the next winters flow test being a vertical fracture, to prove the oil is mobile, the flow test will not need to be long term, so can be achieved from an ice pad.
I think this makes sense to go the cheaper option, for further data collection, before committing to the full production test.

PANR have followed this path, so there is an established roadmap. The costings have not been broken out, but in the order of US $30m to
    Gravel pad
Drill a pilot well and 5000ft horizontal
    29 stage fracture stimulation
Flow test for 3 -4 months, using their own acquired testing facilities

    Total reserves ?
I am assuming you mean resources, as reserves would come after the long term flow testing stage
Resources should be coming out of ongoing analysis over the next few months
